FINANCIAL MANAGEMENT SYSTEMS ANALYSTS
GENERAL RESPONSIBILITIES Candidate will provide the design, implementation, and systems support of various financial management operational and reporting systems. Defines business processes; performs user requirements analysis, systems financial analysis; develops and test solutions; provides the technical advocacy to the change control process and performs system user training. Interprets user inputs and requirements to design and build software solutions to meet FAA operational concepts and user needs. Candidate will apply systems design and financial management principles to align solutions to the FAA formulation and execution process. Specifically, these processes would include: organizational management, cost accounting, capitalization, asset management, reimbursable management, cost management, overhead and burdening cost allocations, program and project management, and financial reporting. Candidate must be able to solve complex business problems across several ORACLE Federal Financial application modules and business process flows. Develop complex test plans and directs testing strategies for financial applications. Design and implement complex interfaces, reports, and conversions as well as the processes, procedures, and software changes to ensure data integrity.
A. Lead Financial Management Systems Analyst
Education: Bachelor's degree or higher from an accredited college or university, preferably in information technology, business, accounting, mathematics, engineering or related technical field. In lieu of a bachelor's degree, 8 years of experience in one of the aforementioned fields will satisfy this requirement.
Experience: Proven achievements and accomplishments in ORACLE-based financial systems, with a minimum of 3 years experience in ORACLE-based, federal financial systems. Project and program management skills are necessary. Ten to fifteen (10-15) years of related experience as an analyst in a business-related subject area such as accounting, finance, economics, or estimating, in addition to the "Education" requirement. A minimum of three to five (3-5) of these years must be in the implementation of the full lifecycle of a federal financial ORACLE-based database environment (preferably DELPHI). A strong familiarity with federal/DOT financial functions and operational concepts is desirable. The required experience with DOT/FAA financial functions and aggregate ORACLE Federal Financial Systems may be overlapping.
B. Financial Management Systems Analyst
Education: Bachelor's degree or higher from an accredited college or university, preferably in information systems, business, accounting, mathematics, engineering or related field. In lieu of a bachelor's degree, 8 years of experience in one of the aforementioned fields will satisfy this requirement.
Experience: Five to ten (5-10) years of related experience as an analyst in a business related subject area such as accounting, finance, economics, or estimating, in addition to the "Education" requirement. A minimum of one to three (1-3) of these years must be in ORACLE-based, federal financial functions and operational concepts. The required experience with financial functions and aggregate ORACLE-based, federal financial systems may be overlapping.
