FINANCIAL/COST ANALYSTS

GENERAL RESPONSIBILITIES Candidate will classify monitor and summarize financial data for the preparation and submission of reports on a recurring basis. Provides financial management planning and execution support. Individual must have knowledge of the theories, principles, practices, and financial management systems. Understanding of time value analysis, cash flow analysis and cost/benefit analysis also required. Candidate must be able to provide cost estimating and financial management support, including all activities, which occur during the life cycle of a program. Candidate must be able to conduct analytical studies involving complex technical parameters, logistics requirements, schedules constraints and similar cost-influencing parameters. Candidate must be able to provide assistance and recommendations to FAA managers and staff that directly affect the conduct and attainment of agency goals. Specific expertise may be required in Configuration Management, Earned Value Management, Financial Management, Cost Estimation, and Risk Management.

A. Senior Cost Analyst (Financial)

Education: Bachelor's degree from an accredited college or university in business, accounting, finance, economics, operation research or a related field. In lieu of a bachelor's degree, an associate's degree is acceptable with fifteen years or more of relevant experience in one of the aforementioned disciplines.

Experience: Ten or more years of relevant experience in business, accounting, finance, or economics, operation research and cost estimating. Of this total, five (5) years experience in governmental financial functions such as budgeting, finance, cost estimating, cost and price analyst is required. A person with an associate degree must have fifteen years or more of relevant experience in one of the aforementioned disciplines.


B. Cost Analyst (Financial)

Education: Bachelor's degree from an accredited college or university in business, accounting, finance, economics, operation research or related field. In lieu of a bachelor's degree, an associate degree is acceptable with four (4) years or more of added relevant experience to the required levels set forth in Paragraph 2.1.3.3.2 below, and must be in one of the aforementioned disciplines.

Experience: Six or more years of relevant experience as an analyst in a business related subject area such as accounting, finance, economics, operation research or related fields. A person with an associate degree must have ten (10) years of more of relevant experience in the aforementioned business fields. In addition to the "Education" requirement, a minimum of three (3) of these years shall be experience in federal financial functions, which may be overlapping with the general experience levels called for in this paragraph.


C. Junior Cost Analyst (Financial)

Education: An Associate or Bachelor's degree from an accredited college or university in business, accounting, finance, economics, operations research or related field. (In lieu of a bachelor's degree, 4 additional years of experience to that set forth in Paragraph 2.1.3.4.2 below in one of the aforementioned fields will satisfy the requirement.)

Experience: Three to five (3-5) years of related experience as an analyst in a business related subject area, such as accounting, finance, or economics, operations research, or a related field. If the individual does not possess a bachelor's degree in a field identified in Paragraph 2.1.3.4.1 above, they must possess 7-9 years of relevant experience.
